`bower install`が常に失敗する、オープンネットワーク

Bowerのインストールでは、ETIMEDOUTとESOCKETTIMEDOUTが何度も表示されません。私はすべてのbash envプロキシ変数とnpmプロキシ変数を無効にしました。今私はプロキシを使わずにオープンネットワーク上にいる。
