Azure：同じVM上のRailsとPostgreSQL？

私は同じAzure仮想マシン上にRailsアプリケーションとPostgreSQLを組み合わせようとしています。 this guideに続いてPostgreSQL 9.5をインストールしましたが、それだけで問題はないようです。今問題は、pg gemをインストールできないということです。具体的には、コマンドgem install pg -v '0.19.0'を実行している、それは私に次のエラーを与える：
