私はその理由を見つけました。私は複数のSystem.Web。* dllをbinフォルダに持っていました。これらを削除すると問題が解決します。

MVC 4/5でも問題は解決しません。 dllはSystem.Web.dllです。モノに公開するときは削除する必要があります。
