これは、ポータブルライブラリプロジェクトをWCFサービス参照のラッパーとして使用することによって発生しました。

これはほとんどのPCでうまくいきましたが、ハードウェアをロックダウンした顧客では失敗しました。いくつかのサポートDLLがないと仮定しています。

通常のクラスライブラリプロジェクトに変更され、すべてが機能しました。
