Pipeを使用してTwilioをインストールする際に問題が発生する

fatal error: pyconfig.h: No such file or directory

のDebian、Ubuntuの：sudo apt install libpython2.7-dev

のFedora、CentOSの：＃yum install python-devel（新Fedoraの：dnf install ....）
