You have to follow two steps for this : 

    1.navigate to that directory through command : 
cd C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\12\BIN 

    2. Then execute your command. 

    stsadm -o uninstallfeature -name UserInterfaceWayBillActions -force
