同じ理由でGulpをインストールしない理由はgulpfile.jsのder。私はpackage.jsonファイルがgulpfile.jsファイルの同じフォルダにないと思う。

gulpfile.jsファイルがソースディレクトリにあるので、あなたはNPMタスク（作業フォルダ：$(build.sourcesdirectory); NPMコマンド：install;引数：gulp）を追加することができます
