Depending on the TFS server version you can use the Service Hooks option特定のイベントが発生したときに呼び出されるWebサービスを設定する。このトレントはTFS 2015で導入されました。

If you're on an older version you can configure an alert and instead of configuring it to use an email endpoint, point it to a SOAP webserviceこのテクノロジは廃止予定ですが、まだ機能しています。
