SVG CSSのアニメーションが矛盾しています

Question

SVGファイルでシンプルなCSSアニメーションを作成しましたが、アニメーションのスピードアップとスローダウンがあるようです。なぜアニメーションは一貫したスピードを持っていないのですか？
