エラーメッセージはかなり誤解を招くものであり、まったく役に立たないとは限りませんが、Cannot assign requested addressは、非ローカルIPアドレスを指定したことを意味します。既に使用中のポートであれば、address already in useになります。

The address 10.72.4.73 might be incorrect
