Pubsub EmulatorをPublisherClientで使用するにはgoogle-cloud-pubsubバージョン0.28

Question

google-cloud-pubsubバージョン0.28に更新しました。ここでGoogleはPythonクライアントをPublisherClientとSubscriberClientに再構成しました。私はlocalhostのPubsub Emulatorに接続しようとしていましたが、環境変数を設定してもクラウドpubsubサービスに接続しています。クラウドpubsubからのすべてのトピックを一覧表示できますが、エミュレータのトピックはリストできません。
