このエラーは、移行先サーバーに.Net SDKがインストールされていないためです。 Webタスクでは、シリアライズアセンブリを生成する必要があります。
これはいくつかの方法で修正できます。 - 対象のサーバーに.Net 4.0 SDKをインストールします。
代替 - 無効シリアル化アセンブリオプションを生成します。これを行うにはスクリプトタスクを開き、スクリプトコードを編集してからプロジェクトを選択し、そのプロパティを（コンテキストメニューで）開きます。 On ビルドページ - を選択してシリアル化アセンブリを生成し、をオフと指定します。コードエディタを終了する前に、コードとプロジェクトを保存します。
