WebサイトからWindows Azureのキャッシュにアクセスすることはできません。 Webロールまたはワーカーロールからのみアクセスできます。

ウェブサイトにWindows Azure Shared Cachingを試しましたか？これはうまくいくはずです（Webサイトでこれを試したことはありません）。
