TL; DR。 gemとしてインストールしてください。

信頼できるUbuntu 14.04 LTSリリースのためのno rhc packageがあります。これには、Elementary OSが構築されています。

rhcパッケージは、Ubuntuの華麗なバージョン、xenialバージョン、またはyakketyバージョン（this pageの右上を参照）でのみ使用できます。

OpenShift official install documentationは、Ubuntuの鮮明なリリースからはrhcが利用可能であると誤解していますが、そのリンクをクリックすると存在しないページが表示されます。
